I remember this short film by the BBC well. I recall I was impressed with it at the time of showing (1988). Two guys buy a Vauxhall Cavalier (one of the top cars used by the british police at the time) and fit it with a police siren. They acquire police uniforms and other official police issue in order to patrol the streets, despensing driving offence tickets and generally taking the mickey. Highly recommended if you get a chance to see this.
